Kaiser May Be Left Out of BPA Plan

A Bonneville Power Administration plan to idle the region's aluminum smelters for two years to save energy could have a negative impact on Kaiser Aluminum.

The federal power marketing agency says it will treat Kaiser differently than other producers when it doles out payments for laid off workers. Kaiser has made 400 million dollars in the last year by reselling its federal power allotment.

It angered Kaiser when it declined to share the profits to help ease the region's energy shortage. The B-P-A plan calls for paying workers while the smelters are shut down, but the agency implied that Kaiser workers may not be eligible.
